Abstract

In 2015, Resource county firstly recruited teachers through the Government Purchase of Service Contracting (GPSC). The goal of the GPSC teacher recruitment policy was to address the teacher shortage, which had already been done nationally by over fifty counties. Using document analysis and interviews of key policy actors, this study identifies and describes influencing factors and mechanisms through which GPSC teacher recruitment policy diffused across five counties of P city in China. The results show that: (1) the results of policy diffusion differed across the five counties; (2) there are varying influencing factors that affect the diffusion process of GPSC teacher recruitment policy at different policy stages; (3) five mechanisms exist in the diffusion process of GPSC teacher recruitment policy.
