Religious School Choice: A Comprehensive Review of Global Literature

Abstract

Under the Roberts Court, the separation of church and state is quickly eroding. Recent rulings eliminate the most serious restrictions on public funding for private religious schools, without creating concomitant accountability mechanisms. While this creates a novel policy landscape in the United States, many countries around the world have been using public funds for religious schools for generations. In this paper, the authors present findings from a literature review of more than 240 studies of religious school choice around the world. We identify relevant themes across studies and pay particular attention to accountability mechanisms that exist globally to guide/inform the use of public funds to support religious schooling. Implications for policymakers, practitioners, and researchers are discussed.
