"Walking Between the Lines": Research Evaluation in China Beyond COVID-19

Abstract

Based on glonacal agency heuristic, the study reviews how research universities in China strategically adjust their research evaluation policies and practices in response to the complex and even conflicting global and national forces. In the post-COVID-19 era, there are two major changes in China’s national research evaluation policies: reverse the SCI-supremacy and focus on domestic journals, and reverse the publication-supremacy and focus on social impact. However, with no substantial and concrete matching policies to support those changes, universities might find themselves in a difficult position to change due to the increasing performative pressure to compete for university rankings, the normative expectation of building world-class universities with Chinese characteristics, and the reproductive global neoliberalism force.
