This case study in a Chilean high school explores the role of school leadership in the implementation of Citizenship Education (CE), in the context of a law that demands CE Plans from each school, and the incorporation of CE actors from the municipal level. An Institutional Ethnography is conducted, which examines the relationship between what is institutionally defined and its implementation, and administrators and teachers’ representations and beliefs. Results reveal challenges: articulation between municipal and school levels, articulation between CE and other school areas and subjects, and involvement of teaching staff in the CE Plans. This research contributes with knowledge of how leaders can promote CE and the possibilities created by new CE actors, currently being incorporated in several municipalities.
