Abstract

Philanthropic actors play an influential role in postsecondary education advancing policies such as the college completion agenda and engaging in advocacy philanthropy aimed at creating lasting, systemic change in the field. While philanthropic fiscal involvement has been influential and well-documented in K-12 public policy discourse in the U.S., these actors remain understudied in higher education public policy. This scholarly paper provides historical context around philanthropic actors’ influence in contemporary the postsecondary public policy discourse.
