More Than a Promise: Estimating the Impacts of a Comprehensive Community College Student Support Program

Abstract

The San Mateo County Community College District’s Promise Scholars Program aims to increase postsecondary access and success for traditionally underserved students. In fall 2018, SMCCCD PSP program benefits were expanded to replicate the Accelerated Study in Associate Programs (ASAP) model at City University of New York (CUNY). This study was designed to evaluate the impact of SMCCCD PSP on college achievement, persistence and completion outcomes. Using student-level data and a two-step matching procedure to mitigate self-selection bias, the evaluation team found that SMCCCD PSP students were significantly more likely than the comparison group to have higher cumulative GPAs, complete more units, have higher 1-year retention rates, complete their certificates and associates degree, and transfer to a 4-year institution.
