Abstract

Educational leaders in the U.S. are navigating persistent and interlocking crises as the COVID-19 pandemic continues, while realizing they may lack the necessary systemic supports to manage such crises. In addition, educators are confronted with social and policy expectations to simultaneously promote academic excellence, equity, and student wellbeing. This comparative study examines how school and system leaders in a large city manage the educational infrastructure of their different systems in response to the current moment. Through an empirical analysis of school and system leader interview data and documents collected from leaders in public, charter, and Catholic educational systems, we demonstrate the ways these educational leaders develop complex repertoires for managing educational infrastructure.
