The institutional landscape of teacher education in the US is both complex and rapidly evolving. Existing scholarship on teacher education program design has focused largely on program effectiveness, and less widely considered the racialized institutional contexts in which programs operate, and how those contexts may account for evolution of new program structures and routines. In this multiple case study, I investigate the extent to which the program design of three teacher education programs reflect underlying institutional logics. The emergent findings suggest that the programs range in the extent to which they were shaped by the logics of the professions, democracy, and the markets. The programs decouple their espoused missions from their reported practices in ways which are racialized.
