Evaluating Open Educational Resources as a Teacher Digital Competency in Higher Education

Abstract

In this study, we propose and test a framework of teacher competency in evaluating Open Educational Resources (OER) in higher education settings. We define that teacher’s competency in evaluating OERs has components related to teachers’ knowledge of OERs about content, pedagogy, technology, and open use but also teachers’ value beliefs toward and their expectancy for success in OER evaluation. We examined the state of teacher competency in evaluating OERs in higher education settings. Fifty-seven faculty members participated in this study. They reported high on content and technology knowledge, moderately high on pedagogy and open use knowledge, high on expectancy, attainment value, and utility value, but relatively low on intrinsic value and cost. Correlation patterns provided validity support for our framework.
