In this study, I employ policy frame analysis to explore the conceptualization of teacher professionalism in the current national education reform in South Korea related to the reform’s vision of future-oriented education. Although the reform supports greater teacher autonomy and agency, it subsumes the encouragement of teachers’ transformative professionalism to achieve the government’s economic need to develop a capable workforce corresponding to the global economic change. In this respect, despite increased recognition of transformative professionalism at the policy level, the reform might be limited in its ability to promote teachers’ empathy and active participation to bring about meaningful change at the grassroots level.
