Changes in Teacher Professionalism Discourse: Focusing on the Master Teacher Policy of South Korea

Abstract

Although the importance of teacher professionalism has been widely recognized, its concept is known to be highly contested and variable, sometimes making its practical implication complicated and confusing. In this regard, this study conducted a discourse analysis of the Master Teacher Policy in South Korea, focusing on the historical changes in the teacher professionalism discourse implied in the policy. Based on the official policy documents, the study found that the teacher professionalism discourses in the Master Teacher Policy has shifted from ideological to managerial, then occupational discourse, which caused some confusion in the policy implementation. The finding suggests that it is crucial to understand the impact of multiple policy discourses on educational practice.
