This paper argues that a three-dimensional theory of change for race-conscious professional development programs is necessary to prepare school leaders to more effectively advance racial equity in K-12 schools in the United States. Although professional learning is widely accepted as the means for developing the knowledge and skills of educators, little is known the underlying theories of how school leaders learn to talk openly and comfortably about race, meaningfully address racial equity problems, and engender campus-wide changes that promote racial equity. In this paper, the authors conceptualize a theory of change for race-conscious professional development programs designed to prepare school leaders to more effectively advance and sustain racial equity in U.S. schools.
