Renegotiating the Relationship Between Historically Black Colleges and Universities and the State to Address Coloniality and Whiteness

Abstract

In this presentation we will critically examine the ways in which HBCUs interact with state policy actors to engage in state policy making arenas. In particular, our critical review of the literature will identify how political-historical and socio-cultural forces inform the dominant colonial practices of state higher education actors in the treatment of HBCUs, their institutional representatives, and their stakeholders. This review will include an examination of current state higher education discourse around HBCUs, and how whiteness and white supremacy operates to inform the maintenance and promotion of coloniality. Our recommendations will be tailored for both state actors and institutional leaders who seek to decolonize this relationship and renegotiate in a way that supports empowerment and equity for HBCUs.
