Maryland lawmakers are attempting to reimagine schooling policy in the name of equity and excellence through an encompassing legislation referred to as the Blueprint for Maryland’s Future. This legislation created a new, independent, government agency--the Accountability and Implementation Board (AIB)--and tasked this body with implementing the Blueprint. We examine the meaning and purpose of the Blueprint in the context of its stated aims and in the statements and actions of members of the AIB. Inspired by policy implementation as a political phenomenon and critical approaches to discourse analysis, we interrogate the AIB in practice in light of legislative intent to understand who and what might reshape schooling policy in Maryland and ask what it might mean beyond the state.
