"We Can't Afford to Live Where We Teach": Race, Class, and Housing for Educators in Three Cities

Abstract

The rising cost of housing has presented new challenges for schools and district leaders, including workforce instability, as teachers, particularly teachers of color, are often priced-out of housing markets where they teach or desire to teach. To mitigate these issues, districts across the country have begun implementing teacher housing initiatives (THIs). In this paper we use mapping and qualitative data to understand why access to housing is unattainable for teachers in three cities, and the structural and sociopolitical dimensions of THIs. Ultimately, we offer a critical comparative analysis that extends beyond whether the initiatives meet the practical needs of a place to live, and focus on the politics of race, class, and the role of educational policy.
