Abstract

Knowing how headteachers engage in sensegiving enables an understanding of how they will respond to new policies in the future. As Viennet and Pont (2017) detail in their literature review of policy implementation in education systems, a significant feature of policy failure can be attributed to policy makers not understanding how stakeholders in educational settings will engage with the policy. Using data from interviews with headteachers and teachers to explore the removal of a national rubric to judge pupil progress known as Assessment without Levels, this article offers a new heuristic of policy enactment sensegiving frames (social, curriculum, values and accountability) which will assist policy makers to understand the references that teachers use to engage with a new policy.
