"For Texas to Remain Competitive": When Striving Became State Policy

Abstract

The purpose of this paper is to focus on state-level striving efforts in Texas—specifically, the state’s motivation to boost the number of “Tier One” institutions and the response from the institutions that ultimately competed for additional state funding. While much of the research on striving has focused on its aftereffects (e.g., impact on mission, expenditures, faculty work), this present study examines the testimonies in front of the Texas legislature before the passage and enactment of the bill that formalized higher education institutions’ striving action using a conceptual lens of neoliberalism.
