Aligning States' Center-Based Childcare Licensing Regulations and Quality Rating and Improvement System Standards Regarding Expulsion: A National Census

Abstract

This descriptive study uses content analysis to examine the ways in which states’ center-based Quality Rating & Improvement Systems (QRIS) standards and their center-based child care licensing regulations address suspension and expulsion. Suspension and expulsion from child care are equity issues, with boys, children of color, children with disabilities and children experiencing high levels of ACES overly targeted. The study finds that while 33 states address expulsion policies in state center-based child care licensing regulations, only 10 include expulsion mitigation in their QRIS standards, and of these only two address expulsion in the QRIS alone, with the rest addressing expulsion in both licensing regulations and the QRIS. The results are discussed in terms of policy development and state system building.
