Abstract

The Florida Tax Credit (FTC) Scholarship was among the earliest American voucher programs. It aides low-income families in Florida to attend a private school by forgoing all or some of the tuition cost. The funds for the vouchers come from corporate donations for which the corporations receive a one-to-one state tax credit. This study explores the types of private schools and students that participate in the program over time and examines the characteristics of students who were the most mobile across private and public sectors. This study aids our understanding of how stable students’ preferences might be over time as well the types of students who are leaving and returning into and out of public and private schools.
