Partnering to Professionalize Teaching Leadership Pathways: Coalition-Building for School Improvement

Abstract

Teacher leadership holds promise for both professionalizing teachers through creation of a career trajectory that is contained within the teaching profession and for improving schools by alleviating overburdened administrators. However, the promise of teacher leadership remains unrealized. We examine the role of external partners, like teachers, unions, in crafting coherent policy to develop teacher leaders with the skills necessary to lead school improvement and engage communities. We find that teachers’ unions act as thought partners, evidence bearers, advocates, and accountability partners when implementing teacher leadership as a strategic improvement effort.
