A Document-Based Analysis of Digital Technology in Education Reforms in Early Childhood Education in China

The Ministry of Education in China has issued guidelines on implementing information and communication technology (ICT) in a wide range of educational settings, to assist global competition in the integrated development of ICT and to satisfy the urgent needs of education reform. This paper analyzed the national, provincial, and municipal policy documents related to using ICT in China ECE context and found: (1) ICT is considered as a means for realizing the current education reform in China, (2) the amount and types of ICT devices are a requirement for the kindergarten environment; (3) kindergarten teachers’ ICT competency is expected for their professional knowledge. This paper also makes important implications for teacher practice as well as policymaking.
