Uncommon Ground: Political Discourse Analysis of Public Testimony for the Divisive Concepts Law in Ohio

Abstract

In 2021 legislators in over 20 states submitted bills focused on so-called divisive concepts in education. The bills seek to restrict how educators address controversial topics like race in schools. Using political discourse analysis this paper examines the public testimony for Ohio H.B. 327 to better understand the rhetorical arguments and framing utilized by opponents and supporters of divisive concepts legislation. To accomplish this goal the research team analyzed the written testimony of 171 individuals. The findings suggest that in addition to the use of divergent political frames, there is a fundamental disconnect with regard to how individuals understand the purpose of public education and the role of the teacher. Implications for school leaders and educational stakeholders are discussed.
