Abstract

This paper aims to map the emerging trends and patterns of the mobilities of Chinese talent to OECD countries as part of the overall world trend of increasing transnational migration of the highly skilled. The integrating theoretical framework of transnational social mobilities is adopted as theoretical underpinnings to frame and contextualize the data presented on Chinese talent mobility. By examining macro migration data within the OECD, we analyze the movement of highly skilled Chinese transnational talent, including permanent residents and international students. We trace the trajectory of China’s brain drain, brain gain and brain circulation in OECD countries over the past forty years. This paper theorizes the new modality of ‘circulation’ in terms of transnational social mobilities.
