Development of an Urban Literacy Assessment for 16-Year-Olds

Abstract

According to UN statistics, today about 55% of the world's population lives in urban areas. This study is aimed to describe a process of developing a measurement instrument to assess Urban literacy. The construct is complex and can be described by such components as pro-social involvement, healthy lifestyle, intercultural interaction, digital technologies use, local literacy and mobility in the city. To measure such a construct, the Evidence-Centered Design methodology was applied. The study was piloted in May 2022 on a sample of 745 10th Grade students in Moscow, Russia. The preliminary psychometric analysis demonstrated first evidences of reliability and validity. The study contributes to the literature on complex assessments of hard-to-assess constructs.
