Abstract

What are the organizational processes that reinforce unequal power dynamics within school-based decision-making bodies? We center the PTA to understand how organizational rules, routines, and decision-making processes serve to support or subvert Black parents’ ability to exercise voice within school engagement structures. Using a comparative case study design with data collected across diverse North Carolina elementary schools, we illuminate the organizational processes that maintain racial hierarchies among families and constrain democratic school engagement.
