Abstract

Research addresses historical Dual Language Bilingual Education (DLBE) and other programs for Multilingual Learners (MLLs) in the United States, particularly those funded by the Bilingual Education Act (BEA) or Title VII of the Elementary and Secondary Education Act. Although contemporaneously absent from widespread knowledge in the field, the BEA created immense practical infrastructure for DLBE and other language education programs for MLL students, including an entrenched educator pipeline and national network of resource centers. Findings illustrate a complex system of interacting Language Policy and Planning (LPP) instances that in concert constitute what could be considered an ecology of language policymaking.
