Policymakers and school leaders face a computer science (CS) teacher shortage as they attempt to expand K-12 CS courses in schools to increase under-represented minority and female participation in CS. To address the shortage, non-CS teachers in a researcher-practitioner partnership member district have sought to integrate into non-CS classes a curriculum in which students create mobile apps to serve their communities. As part of a DBIR needs assessment, this paper describes one of four district teachers negotiating a coherent instructional vision for integrating app development into his civics class. His instructional vision emerges from the relationship among his classroom learning priorities, perceived app purposes, and chosen processes for developing apps and teaching CS. Findings can inform continued instructional vision development.
