Historically Black Colleges and Universities and State Funding Policy Planning: A Systematic Literature Review

Sun, April 16, 4:40 to 6:10pm CDT (4:40 to 6:10pm CDT), Sheraton Grand Chicago Riverwalk, Floor: Level 2, Mississippi

Abstract

Through a systematic literature review approach, we analyzed 87 pieces of literature focused on state funding policy planning in higher education and its impact on institutional and student outcomes at public HBCUs. In doing so, we examined current understandings of performance-based policy, emphasizing (un)intended consequences. Findings from this study provide higher education policy planning and state funding model recommendations that prioritize public HBCUs.
