Abstract

Today, the Response to Intervention (RTI)/Multi-tiered System of Support (MTSS) educational framework has been recognized and operated as a mechanism to promote equity in the systemic reform in education. Different levels of adaption were observed as a result of diverse considerations from state education agencies. The present study provided a comprehensive list for the first time in the literature to present a detailed analysis of each state’s RTI/MTSS model and its implementation support. We also extended the research on several significant factors contributing to building a concrete RTI/MTSS model but haven’t been given sufficient attention. The findings evidenced and presented states’ efforts in advancing the RTI/MTSS framework to address all students’ diverse needs in one comprehensive tiered support system.
