Policy Models for Reconciliation: Understanding Ceremony and Ritual in the Development of the Indigenous Languages Act

Abstract

The Indigenous Languages Act of 2019 was the first successful legislation in Canada to be co-developed by Indigenous representatives and the Government of Canada. Its importance to the future of Indigenous culture and education was reflected in the use of ceremony throughout the process. Existing policy analysis models do not capture the shift of Indigenous peoples from policy advisors to policy actors, nor do they capture the use of ceremony and ritual as indicators of transparency. This paper presents a model that allows for policy analysis in times of Indigenous reconciliation.
