"Lose the Money, Lose the Body": Local School Councils, School Resource Officers, and Community Control

Abstract

This Critical Discourse Analysis (CDA) examines the conflict over whether to retain School Resource Officers in Chicago Public Schools, and the role of Local School Councils in school safety policymaking. Through a review of policy documents, newspaper articles, and relevant literature, we describe the agenda and logics of the mayor and the central office as they shaped the discourse and influenced the decision-making process. Secondly, we collected and organized publicly available data about the schools that participated in the SRO voting to demonstrate how racial/ethnic composition and perceptions of community violence influenced the SRO votes, thus reinscribing logics that sustain the school-to-prison nexus.
