Causal Evidence of the Role of Career and Technical Education in Postsecondary Enrollment and Persistence

Abstract

This study adds to the growing body of research employing rigorous estimation methodologies to understand the effectiveness of CTE programming for postsecondary education outcomes. We use a regression discontinuity approach to measure the effect of CTE Center enrollment on college enrollment, type of college enrollment (2-year or 4-year), and enrollment persistence. The study leverages data for five high school student cohorts in a large urban district where seats in selective admissions CTE Centers are assigned using a deferred-acceptance algorithm based on a composite score of achievement measures from middle school. The results demonstrate that CTE has a negative effect on college enrollment and no impact on type of institution enrolled. Results for college persistence will also be discussed.
