This paper reports a study of how a primary school principal developed a rural low performing school into a successful inclusive school in Shanghai, China. Although Shanghai drew international attention with its top rankings in several areas in the Programme for International Student Assessment (PISA), identifying students in Shanghai as outperforming their peers in mainland China and many other countries, in-depth studies on how principals in Shanghai exercise their direct and indirect influence on student achievement are scarce. This paper, therefore, demonstrates findings from a case from Shanghai to illustrate how and why the principal serving in a disadvantaged rural school, where over 28 percent students came from migrant families with low social economic status, enacted her successful leadership.
