Instructors and students in higher education were forced to adopt online teaching and learning due to the pandemic. Instructors encountered challenges in facilitating learner-centered online instruction, including selecting appropriate instructional strategies to engage students at different participation levels. This study adopted a mixed-method to 1) explore how instructors perceive students’ participation in online courses, 2) investigate how their practices differ based on their beliefs about learner-centeredness, and 3) examine what instructional strategies instructors adopted to foster passive learners. Results showed that instructors were likely to use class discussion as a learner-centered strategy to facilitate collaborative learning. Their practices of designing and implementing instructional strategies in online courses were more learner-centered than their perceptions of learner-centeredness.
