Reclaiming Our Urban Schools: A Case Study of Public Narrative in State Takeover Schools

Abstract

Resistance to state takeover for district underperformance is attributable to the impact on the ecology of community well-being, the loss of political power, and the departure from culturally sustaining pedagogy within Black communities. Using a case study approach, the study explores within the public record in Ohio from 2015 through 2021 the narratives that stakeholders bring to the state takeover discourse and experience. Data sources are public documents and media reports. Study results include three thematic areas found in the public recording of stakeholder responses to state takeovers: “Take your foot off our neck”; “We’re not doing any better”; and “Not the voice of the people.” The study offers a rendering of public concern and questioning of the takeover policy.
