Abstract

There is not a universally accepted conception of growth so it is reasonable to examine the impact of state assessment choices on claims about English Learner (EL) progress towards English language proficiency as well as how progress varies among states and the extent to which non-assessment related business rules impact progress and proficiency of ELs. This latter comparison accomplished by examining the impact of internal and external rigor. This study use English Language Proficiency Assessment (ELPA) results from 7 states to examine the role of scaling and operational decisions on inferences about EL progress. Variations in Assessment rigor indicate that state operational decisions play a larger role in interpreting results than scaling decisions.
