Abstract

Dyslexia is a neurological condition that causes deficits in the phonological portion of language development (International, 2002). Characterized by difficulties decoding words when reading and spelling, this condition is thought to affect approximately 20% of the population. Throughout the last 15 years, various states have passed legislation that increase awareness for dyslexia and provide accomodations within the public education classroom to provide an equitable education since an individual with dyslexia has inherent reading difficulties different than those with other language processing difficulties (Gabirel, 2018). This case study is an examination into the state of Utah’s dyslexia legislation, State Bill 117, which was signed into law in 2015 and the financial implications faced by Utah’s public schools.
