Abstract

This paper focuses on the complex processes and underlying mechanisms of national social and emotional learning (SEL) policy-making since the Syrian refugee influx in 2011 in Lebanon, building on analytical frameworks from cultural political economy. Empirically, data were based on policy documents and 51 semi-structured interviews. The findings depict the interaction of macro factors and actors in adopting the SEL policies and programs during the past decade in four phases: (a) variation, Emergence of PSS in NFE (2011‒2014); (b) selection, Institutionalization of PSS and proliferation of PSS in NFE (2014‒2017); (c) retention, Institutionalization of SEL‒PSS and consolidation of PSS in NFE (2017‒2021); and (d) variation‒selection‒retention, institutionalization of PSS in crisis and consolidation of SEL‒PSS in NFE (2020‒2021).
