This paper examines the normative discussions about school segregation. The aims of the paper are twofold: first, to sketch out the terms on which the current philosophical scholarship on integration has proceeded, and second, to consider conditions under which citizenship education could succeed in schools without racial diversity. For the first aim, the paper draws out implications of ideal and non-ideal theorizing in the integration literature and delineates the different ways segregation is measured in the empirical literature. For the second aim, the paper adopts a civic virtue framework and suggests that civic virtues can be cultivated even in nondiverse settings because of the relationship between civic virtue and local moral perception.
