Critical Sense-Making and Critical Policy Analysis: An Integrated Framework for Research in Education

Abstract

Critical research on education policy has struggled to take comprehensive approaches to the complex interaction between different levels of policy. In this paper, I integrate critical policy analysis and critical sensemaking to understand how organizational structures constrain and influence individual sensemaking. The effect of this integration is to see and understand how meaning-making opportunities, from long-term, formally constructed learning opportunities to micro-moments and split-second decisions, are directly influenced by policy structures at all aggregate levels.
