An Empirical Analysis on the Public Good and Efficiency of Universities: A Focus on the Case of Korea

Abstract

This study empirically analyzed how the publicness (or the public good) at an institutional level affects its efficiency in higher education institutions (HEIs) based on the publicness theory in the public administration field. The public good of HEIs was classified into ownership, regulative, and normative. A stochastic frontier analysis model was applied using Korea's 2009-2018 longitudinal HEI data. As a result of this study, it revealed that efficiency is not harmed even though HEIs pursue and practice the public good.
