Landscape on Inclusive Online Professional Development (PD): Literature Review of Culturally and Linguistically Inclusive Online PD

Abstract

This literature review was undertaken to explore the landscape of inclusive online professional development (PD) programs that emerged during a period of heightened tensions and increased awareness of racial inequities and pandemic-induced disparities. A systematic review spanning 2012-2022 was conducted using the PRISMA method. The scope pertained to PD for K-12 teachers, higher education instructors, and practitioners in other professional sectors. The review revealed six foundations that informed inclusive online PD designs, namely: theories underlying designs, models, processes, content coverage, challenges, and outcomes. The review concluded by identifying challenges, including the unresolved distinctions between inclusivity and equity in PD, a substantive focus on teachers rather than corporate or non-traditional instructors, and US-centric approaches that excluded international contexts.
