An Analysis of Racially Diverse Gifted Enrollment Within the United States by Utilizing Descriptive Statistics

Abstract

This study promotes awareness of the persistent underrepresentation of minority students in gifted education (GATE). We conduct this study with a quantitative approach using descriptive statistics and applying the 20% equity allowance to determine trends of equitable access to GATE programs by race, gender, and region. U.S. public school data was collected from the Office of Civil Rights, 2011 – 2018. The findings reveal trends of underrepresentation for Black, Hispanic, and American Indian populations. In comparing gender groups among Black students, females were more likely to be identified for gifted education than males. In the context of Critical Race Theory, we strategically created a degree of equity grading scale and descriptions as a tool to evaluate GATE programs.
