Philanthropy comprises one of the indispensable sources of funding for contemporary education. In recent decades, U.S. philanthropic foundations have emerged as powerful non-state actors, actively engaging in international grantmaking in the global education sector. This paper intends to analyze plausible factors that may play roles in U.S. philanthropic foundations' international grantmaking by framing three-level relationships: grantor-grantor, grantor-grantee, and grantee-grantee relationships. Drawing upon various organization theories and organizational analyses to illuminate the complex dynamics, this paper provides an original framework to examine grantmaking and grant allocation abroad.
