Cultural Context, Validity Evidence, and Assessment in Licensure and Certification

Abstract

In the measurement community, the guidelines we accept as best practices are being challenged. Randall (2021) challenged the measurement profession to reconceive practices outlined in the Standards. In presenting a new framework for the creation of anti-racist assessments in educational and psychological testing, she provides this guidance in thinking about the processes and evidence collected in validating assessments that we use. Although practices are in place to support fairness principles in test and item development, administration, scoring, and accommodations. This has not diminished the belief held by various stakeholders that standardized testing is biased because of differential group performance. In this context, we have invited colleagues to discuss a way forward.
