This study delves into the impact of schooling on the development of students' civic efficacy and civic aspirations, with a specific focus on the role of participatory school culture and open classroom climate in bridging empowerment gaps. Analyzing data from the International Civic and Citizenship Education 2016, the study examines cases from Finland and South Korea. By exploring these educational environments, the research aims to shed light on how fostering civic engagement can contribute to more inclusive and empowered societies.
