The “Unintended Impacts” of Equity Measures: A Case Study of Pennsylvania’s Performance Funding Policy and Cheyney University

Abstract

This study critically and quantitatively examines the policy effect of the equity measures of the Pennsylvania’s State System of Higher Education's performance funding policy. By using a synthetic control method, this study identified the impact of the inversion of the equity measures on the black community. The analysis found that the PASSHE’s PF policy to remediate racial disparities decreased HBCU's Black enrollment. This study implies necessary policy considerations in promoting diversity at HBCUs.
