The professional challenge is Europe is being transformed by changes that impact the livelihoods and wellbeing of its citizens. This presents important opportunities for the EU membership to innovate and shape forward looking inclusive societies and economies, while avoiding the mistakes of the past and promoting an inclusive recovery that strengthens economic and social resilience. The proposed professional challenge is addressed by a Finnish perspective. The Finnish partner/HE professoriate, credential educational leaders through a 3-year doctoral programme to train teachers to devise statistical models with students and parents. Their culturally relevant models monitor and evaluate students’ incremental progress which inform culturally responsive methods on qualitative pathways to optimise well-being and learning. Objectives and targets of their grassroots up research are met with group-sensitive feedback loops to educational leaders, education policy makers and social and economic policy makers to seek to strengthen means of policy cooperation and reaching out to stakeholders to encourage their engagement with the initiative. The data is gathered using the ethical protocol toolkit ‘A Blueprint for Character Development for Evolution’ (ABCDE), and Assessment for Personal and Social Learning (APSL) which are explored through an Institutional Communication Infrastructure ‘Professional Educators and Administrators Committees for Empowerment’ (PEACE). This presentation provides the details of this toolbox that is used by the doctoral candidates/leaders to train teachers to conduct Research and Development by educational leaders as part of their doctoral studies can enhance synergies with other relevant initiatives.
Inclusive Vocational, Education and Training with the Professional Educators and Administrators Committees for Empowerment (IVET with PEACE) agenda mobilises the feedback loops to inform effective and efficient investment in high quality education and training. Research and development yields culturally responsive statistical models to monitor and evaluate incremental progress of qualitative learning journeys informed by group sensitive feedback loops. These inform policy makers’ decisions to boost inclusive education, societies and circular economies and reduce vulnerabilities. At the same time, the project also offers opportunities for new partnerships that cross borders and offer opportunities for exciting trade deals including critical raw materials, and added value-chains delivering SDGs, building trust in common interests of partners, moving towards The Net Zero Industry Act, and delivering security in Ukraine with the New Pact for Asylum and Migration. These harmonise with European Research Area and the Bologna Process which identify targets and indicators to guide work and monitor progress towards achieving the EEA and foster the integration of education and training into the European Semester process. The proposed project considers the context of each partner’s nation state. Decisions made are culturally relevant to maximise and facilitate effective and efficient investment in high quality education and training. This presentation scopes Finland’s needs in relation to national strategic plans and priorities. Warrants for the claims made emerge from socio-hypsographical policy analyses of Finland 1944 to date (Risku, 2014) and large scientific research project of 10 nation states focusing on leaders’, teachers’ and students’ participation in education processes and practices with improvement in outcomes ranging up to 27%.
