The objective is to mobilise doctoral study provided by professors in Higher Education Institutions to credential education profession’s Senior Leaders to gain different epistemologies that promote the thesis of democracy and recognize and block the anti-thesis of democracy. Doctoral study trains these senior leaders to train institutional staff to develop their own culturally relevant quantitative measures to incrementally measure progress of the qualitative pathways of deep pedagogical reflection to optimize culturally relevant learning and dismantle racism and discrimination. This is mobilised with an institutional communication infrastructure and theoretical framework called to action; Professional Educators and Administrators Committees for Empowerment ‘PEACE’. The PEACE Agenda using an ethical protocol toolkit helps PEACE members navigate learning and teaching in schools, colleges, and apprenticeships through lifelong learning promoted by Higher Education moving from i) reductionist PISA curriculums and students transitioning from immaturity to leaving their country, to ii) participatory curriculums and students transitioning from immaturity to maturity by meeting education outcomes with skills for building peaceful community cohesion of diverse peoples who share an Albanian and EU identity, are self-managing and know how to propel entrepreneurial circular green economies for sustainable institutions and planet. The PEACE are able to integrate feedback loops with a methodology where teachers collect data from youth and communities with dialogues with Kosovo and Serbia to achieve EEA targets through education outcomes including:
• Know how different social contracts work, and historically which ones promote the thesis of democracy and which ones promote the anti-thesis of democracy; tyranny and fear;
• know how to script for democratic governance by improving the accountability, transparency, effectiveness and trustworthiness of rule-of-law based institutions and policies and through the expansion of active and inclusive citizenship empowered by the safeguarding of fundamental rights;
• know how to create MSMEs and/or build a labour market;
• know how Foreign Direct Investment works in simple terms, and how to build from balance of payments deficits to surpluses with new public-private partnerships, socialise investment from EBRD, risk taking and rewards, and become Foreign Direct Investors;
• know how to mobilise their treasure (the future citizens of Albania) to end the poverty trap created by communist regimes and neo-liberal regimes to build improved trust in democratic institutions safeguarding liberties and the rule of law and protecting democracy from multidimensional threats;
• know how to apply the ethical protocol toolkit with PEACE introduced in schools to enhance faculty of judgement and decision making on all aspects relevant to democratic governance.
Data will be used in feedback loops from less heard voices, including Roma to policy makers to inform efficiency and effectiveness of investment into quality education/training. This is measured by the application of moral and intellectual virtues to identify personal and social unconscious bias, mitigate for it, and build responsible historical consciousness that moves from dishonouring marginalized groups to honouring all with equal concern for all. Warrants for the proposed project emerge from the Consortium’s knowledge to action pilot strategies published over the past 15 years with a cutting-edge proposal, tool kit and powerful methodology.
