Budgets reveal an institution’s explicit organizational priorities by showing whether and how an institution is willing to allocate their scarce resources. Critical policy analysis (CPA) rarely turns its attention to resource distribution, despite the importance of resources for demonstrating institutional commitments. We hypothesize that how budgets are presented, and the resources described will offer some tangible indication of how the institution considers its responsibility to its Black and Latinx students, while also contributing a new approach to policy analysis. Using the tenets of CPA, we examine college and university equity plan budgets to provide some of the first evidence for how budgets further stated policy goals for improving racial equity.
